This is a vintage WW II era U.S. military M17 elbow telescope, an original World War II optical gun sight,commonly used as an optical tracking or sighting component for 90 mm and 120 mm anti-aircraft directors or artillery pieces like the 155mm Howitzer for observation and fire control.
It features a right-angle (elbow) optical configuration with a filter dial showing settings like neutral, clear, and amber/red, alongside an eye cushion fitted around the eyepiece.
These optical units were manufactured during World War II by contractors such as Minneapolis-Honeywell and Eastman Kodak.
